NWPC Obtains Oleniy Ruchey Mine Construction Permit

The Architecture and Town Planning Division of the Construction and Housing Department of the Murmansk region issued a permit to NWPC construct a mining and processing complex at the Oleniy Ruchey apatite-nepheline ore deposit.
On October 24, 2008, the Architecture and Town Planning Division of the Construction and Housing Department of the Murmansk region, in compliance with Article 51 of the RF Town Planning Code, issued a permit to construct a mining and processing complex at the Oleniy Ruchey apatite-nepheline ore deposit. The deposit is located 20 km north-east of Kirovsk (Murmansk region). CJSC North-Western Phosphorous Company (NWPC) will build an open-pit mine, an underground mine and a complex of buildings and mining and processing structures. The permit states that the construction of the processing factory will take place in two stages, each with a capacity of 3 million tonnes of base ore. The first stage is scheduled for launch in 2012, and the second stage in 2018.
Receipt of the permit shows that all the preliminary work carried out by NWPC and its project designer (JSC Giproruda), contractors and subcontractors is of high quality. This is confirmed by a positive finding issued by Russia’s Glavgosexpertiza on September 30.
The construction permit marks a new stage in the project. NWPC has already started developing engineering documentation and is carrying out preliminary work, including exploration, to prepare for construction in the license area. The Company is also preparing the area for installation of an administration and living unit and is improving the road it will use to bring materials, machinery and equipment to the site.
